On March 25 in Hainan, Hanban
held a working conference on the bases
for international promotion of Chinese
language. The conference summed up
the bases’ work and proposed require-
ments for the future construction and
development plan of Confucius In-
stitutes. The conference was attended
by Vice Governor of Hainan Province
Li Xiuling, the Director-General of
Hanban and the Executive Chief of
Confucius Institute Headquarters Xu
Lin and representatives from over ten
bases for international promotion of
Chinese, including the ones at Sun Yat-
Sen University and Nankai University.

tion and made a speech on
May 3. Edcucation Superin-
tendents from seven states of
U.S. including Ohio, Ken-
tucky and Illinois responded
positively to Mr. Hao’s pro-
posal. Mr. Deborah Delisle,
Ohio Education Department
Superintendent said: “We
should be building a platform
for sharing ideas on interna-

teaching materials into practical use
while enhancing the teaching materials
project. Third, a contingent of profes-
sional teachers and experts should be
established.
The conference also worked out
three major tasks for Hanban in 2011.
First, a three-to-five-year promotion
plan for Confucius Institutes and the
international promotion of Chinese
language should be stipulated accord-
ing to the requirements of the country’s
12th Five Year Plan and the Ten-Year
Plan for Educational Reform approved
by the State Counci l. Second, the
project for Chinese teaching materials
should be implemented to address the
existing problems therewith. Third,
a professional contingent of teachers
should be strengthened.
To serve the promotion of interna-
tional Chinese education and spreading
Chinese culture to the world, Hanban
launched the bases for international
promotion of Chinese language in 2005.
The bases integrate cultural experience
and teaching with talent training and
theoretical study, highlighting openness,
internalization and comprehensiveness.
So far, 19 bases for international promo-
tion of Chinese language have been set
up at Xiamen University, Renmin Uni-
versity, Beijing Normal University, Nan-
kai University, Hainan Normal Univer-
sity and other universities in China.

The “Chinese Bridge for
U.S. Education Leaders” was
co-organized by Hanban
and the U.S. Asia Society,
aimed at furthering Ameri-
can high-ranking education-
al officials’ understanding of
Chinese culture and educa-
tional system and promoting
Chinese education in the
United States.
The eight-day tour was
colorful. In Beijing, the del-
egates visited Hanban and
made a tour to experience
Chinese history and culture
for themselves. In Hangzhou
and Shanghai they visited
local primary and middle
schools and universities and
met with local educational
officials and Chinese school
principals and university
presidents. They discussed
issues on Chinese and Ameri-
can educational systems and
teaching methods and also
shared experience.
This tour to China gives
the delegates deep impres-
sion. The delegates said that
through the tour they had
learned more about China’s
educational system at multi-
levels and multi-dimensions,
thus laying a sound founda-
tion for further promoting
Chinese educational pro-
grams across the country.

The guests and representatives delivered
speeches, exchanged experience in run-
ning a school, discussed the measures for
base management and proposed plans
and strategies for future development.
Ms. Xu Lin listed three requirements
for the working conference. First, past
experience should be summed up and
issues including the future index, mode
of operation and transfer from low-end
to high-end should also be solved while
making plans for Confucius Institute
development and the international pro-
motion of Chinese language. Second, ef-
forts should be made to deepen research
and to seek solutions to put Chinese
